Brazilian President expects to reallocate lottery resources to finance Public Safety

The provisional measure provides for withdrawal of funds from the federal lotteries to the FNSP (National Public Security Fund); and who will suffer will be the Fies (Student Financing), which will lose R$ 1 billion (US$266m). Temer's decision will also cancel the funds passed to the Red Cross, Apae (Association of Parents and Friends of the Exceptional) and the Holy Houses.

Provisional measure provides for withdrawal of funds from the federal lotteries to the National Public Security Fund (FNSP). Who will suffer with the decision will be the Fies (Student Financing), which will lose R$ 1 billion (US$266m).

Brazilian President's measure will also cancel funds passed to the Red Cross, Apae (Association of Parents and Friends of the Exceptional) and the Holy Houses.

"The provisional measure affects the destination of the collection of sports lotteries, of numerical prognoses - such as Mega Sena and LotoFácil -, those of specific prognosis - Timemania - and Lotex (this is out of action, since the government intends to sell it).

The text creates transfers to the FNSP that were previously not foreseen and that will generate a collection of up to R$ 800 million (US$213m) already in 2018, reaching R$ 4.3 billion (US$1.14bn) in 2022 for security.

The text also repeals a passage of the law that 3% of the proceeds from Timemania, by FNS (National Health Fund), should be passed on to Holy Houses and other non-profit health agencies.

The document signed by President Temer, in effect since June 12, aims to allocate resources to the newly created Ministry of Public Security, which will be responsible for the implementation of a unique system of the area, similar to SUS, as approved in May by the Congress.
