Brazilian lottery revenues increased 13.8% in the third quarter of 2017

The Secretariat of Economic Monitoring of the Ministry of Finance released the third edition of the Lottery Market Bulletin in Brazil. The quarterly revenues of the federal lotteries when comparing the third quarter of 2016 with its equivalent in 2017, shows an increase of the order of 13.8%, jumping from US$ 1.01 billion in 2016 to US$ 1.20 billion in 2017.

The Lottery Market Monitoring Bulletin is a quarterly publication of the Secretariat of Economic Monitoring of the Ministry of Finance, with the objective of showing, quarterly, numbers and statistics of lottery products regulated at the federal level. It is intended, therefore, to spread this theme among the academic community and society in general.

It is important to publicize the lottery market, especially with the ongoing process of privatization of the Exclusive Instant Lottery - LOTEX, whose implementation in Brazil, scheduled for next year, should bring substantial increases in social transfers of lotteries.

In nominal terms, the report shows that federal lottery revenues increased from US$ 1.01 billion in the third quarter of 2016 to US$ 1.20 billion in the third quarter of 2017; an increase of 16.5% in this period. Comparing the ratio between collection and gross domestic product (GDP), there was also an increase , since in the third quarter of 2016 it was at the level of 0.2% of GDP, and in the same quarter in 2017 reached 0.23% of GDP.

 

 

 


When observing the quarterly real collection (IPCA base 2017 = 100) of the federal lotteries in the comparison of the third quarter of 2016 with its equivalent in 2017, it is evident a real increase of the order of 13.8%, jumping from US$ 1.01 billion in 2016 to US$ 1.20 billion in 2017.

 

 


With the increase in the collection in the third quarter of 2017, in relation to the same period of the previous year, there was more transfer of resources from lotteries to social programs and increase of the collection of the Income Tax with the award granted. In fact, social transfers totaled approximately 16.2% between the third quarter of 2016 (US$ 403 million) and the third quarter of 2017 (US$ 470 million), returning to the level of the third quarter of 2015.

 

 


Initially, it is worth mentioning that in Brazil, currently, there are three federal lottery types: lottery numbers (Mega-Sena, Quina, Lotofácil, Lotomania Dupla Sena and Timemania), passive (Federal Lottery), and sporting prognoses (Loteca and Lotogol). This concentrates less than 1% of the revenues, consequently more than 99% of the federal revenue comes from the draw lotteries of numbers and passive.

 

If we do a purely descriptive analysis regarding the size of the participation of each lottery product in the total collection of the federal lotteries, we will observe that the federal lotteries in Brazil are basically concentrated in three products (Mega-Sena, Lotofácil and Quina), while the others are in sharp decline since 2003, the year of creation of Lotofácil.

 

 


Finally, it is worth noting how concentrated the collection of federal lotteries is, with the conclusion that there is significant space to increase the commercialization of games such as sports prognostics (Loteca and Lotogol), whose low participation should not, in theory, happen, since they are products linked to football, sport number one in the national preference, where market share is not in line with the figures presented in other countries.
