CCJ could not vote Gaming Law due to meeting in National Congress

The meeting of the Constitution and Justice Commission (CCJ) in Brazil was interrupted and the draft of the gaming law was not voted. The committee sessions that took place this morning had to be suspended by order of Senate President, Eunicio de Oliveira, who called senators to urgent plenary session in Congress. With the interruption, the vote on bill 186/2014 is postponed and without a new session scheduled.

The CCJ session was finished after the consideration of the second item of the agenda, when it was approved the report of Senator Wilder Morais for the 2 - RQJ 71/2017 for evaluation, implementation and results achieved by the National Public Security Policy.

After this discussion, the president of the CCJ, Senator Edson Loboão, explained that the president of the Senate and Congress, Eunicio de Oliveira, called everyone to the plenary session and the meeting would be interrupted.

The law should be voted on at the CCJ session next Wednesday. However, this meeting is in doubt or virtually suspended, as Lobão himself said goodbye today with a Merry Christmas greeting to the presents.

The text of PLS 186/2014 contemplates the regularization of jogo do bicho; video-bingo and video games; bingo; casino games in integrated leisure complexes; sports and non-sports betting games; online casino games. Accreditation for the operation of the bingo and video-bingo game will have a 20-year term, renewable for an equal period, and will be the responsibility of the states. The accreditation of casinos will be valid for 30 years and may be renewed for successive periods.

The rapporteur also decided to take up, as a substitute, a suggestion considered by the Special Committee on National Development (CEDN) on the new contribution to be generated by the legalization of gambling in the country. As explained in the presentation, this tribute will be due to those who exploit "games of fortune" and will have a rate of 10% or 20%, depending on, respectively, the offer of the game in a physical or virtual environment.

Its calculation basis should be the total gross revenue, after deducting the prizes paid. As for the proceeds from its collection, the Union must pass 30% to states and the Federal District and 30% to municipalities for compulsory application in health, welfare and social assistance.
