Investors in casinos still moving for legalization

According to Maria Cristina Frias, a journalist who is the editor of the Open Market column about macroeconomics, business and business life in Folha newspaper, the gambling and hotel sectors continue to keep their eyes on the possibility of legalizing gambling, even though no progress was made after the resurgence of the political crisis.

It is not early to prospect business when it is believed that regulation will be approved in a few years, according to Rob Heller, executive director of Spectrum Gaming, an American consultancy specializing in this segment.

"To invest, build or operate a casino you need to know who the right partners are, what the best location and structure is." Brazil's annual gaming market is about US$ 20 billion, Heller estimates. Investments in this sector are huge, says Fabio Kujawski, a partner at Mattos Filho.

The spread of the conversation between President Michel Temer and Joesley Bastita made skepticism as the release of the gaming activity. "There are billions of dollars and there is interest in the Brazilian market. The question today is whether there is political coordination to approve one of the projects in a timely manner," he says.

There are currently two bills under discussion, one in the Chamber of Deputies and another in the Senate, which intend to legalize gaming. "The market moves: there are events, investors meet, and this pressures to follow these changes in the law," says Luigi Rotunno, president of ABR (resort associations).

Gaming activity would be a special attraction for foreign tourists, who are few in Brazil today, he says.
