The President of the Brazilian Association of Bingo, Casinos and Similar, Olavo Sales de Silveira, said that the prohibition of gaming in the country stimulates crime. For him, Brazil's treatment of this topic reflects a "cynical stance," as the practice continues. "Gaming has been banned for 70 years, and is in very good health. The practice will not be extinguished ", he said.
In his view, what is at stake is who will control the activity: criminals or businessmen. He defended legalization just so that the practice goes into the hands of businessmen. The statements were given in a general commission in the Plenary House on the proposed of regulatory framework for gamling in Brazil (PL 442/91).
Last August, a special commission approved the substitute of deputy Guilherme Mussi (PP-SP) to PL 442/91, which legalizes and regulates the activities of casinos, gambling and bingos in Brazil, including the operation of videobingo machines, slot machines, and online gaming.
In addition to legalizing the activity, the bill amnesties all those charged with the practice of illegal gaming and extinguishes the pending lawsuits. An urgent request for the bill may be voted on by Members during the Plenary sessions.
