The document was filed by Senator Benedito de Lira (PP-AL), rapporteur of the project, past Thursday (25) in the Commission of Constitution and Justice and Citizenship (CCJ) of the Senate. The next step in the committee process is the final reading of the report and voting by the CCJ senators.
The dates for these steps will be negotiated by the rapporteur, Senator Benedito de Lira, with Senator Edson Lobão, chairman of the committee responsible for defining the agenda for the CCJ.
The PL186 / 2014 is authored by Senator Ciro Nogueira (PP-PI) and was unanimously approved by the Special Committee on National Development in November 2016. But in December the text was sent to the CCJ after approval in plenary of the request made by Senator Magno Malta (

Games of fortune are considered, among others:
I
II - video-bingo and video-game, online and in person;
III - bingo game;
IV - casino games in integrated leisure complexes;
V - sports and non-sports betting games, online and in person;
VI - online casino games
Games of fortune shall be regulated by the Federal Executive Branch and shall be operated by means of accreditation with the competent Federal, State, District or Municipal Executive Branch, subject to the provisions of this Law and its regulations.
It is incumbent upon the Federal Executive Power to control and supervise casinos and games operated under the online modality. The Municipalities, States and the Federal District are responsible for supervising establishments accredited for the exploitation of games of chance within their respective territories.
The Union shall exclusively:
I - regulate the activities of games of chance in all its modalities;
II - to accredit those interested in the exploitation of games of chance in any modalities, including casinos, sports betting and online games, throughout the national territory, except for bingo and
It is incumbent upon the States and the Federal District:
I - to accredit those interested in the operation of the bingo game within their respective territory; and
II - concurrently with the Union, supervise the services,
It is the responsibility of the Municipalities:
I - to accredit those interested in the exploitation of

In a final analysis, the document leaves two amendments of Senator Paulo Bauer approved. Amendment no. 55 requires that accreditation for the
Amendment 56, also authored by Senator Paulo Bauer, requires the suppression of art. 14, of Amendment No. 5 - CEDN, which provides that "at most one (1) bingo house shall be accredited every 250 (two hundred and fifty) thousand inhabitants of the municipality where the establishment shall operate, pursuant to the regulation."
Incorporated amendment that defends the State Lotteries
Senator Lindbergh Farias Amendment No 68 was approved to ensure state lotteries and district lotteries the same rights granted to the Union in connection with the operation of lottery services, prognostications, draws and commercial promotions, within the scope of their respective territories. We believe that it is necessary to guarantee to the States and the Federal District the opportunity for the exploitation of services that will provide new revenues for the application in state and district projects.
