Brazilian CCJ starts debate on Ciro Nogueira gambling project

The Senate Constitution, Justice and Citizenship Commission (CCJ) has begun the discussion of a bill that legalizes casinos, bingos, jogo do bicho and gambling in Brazil (PL 186/2014). The author of the proposal, Senator Ciro Nogueira (PP-PI), says that the activity could yield something like US$ 4.55 billion per year in taxes and generate thousands of jobs. Senator Benedito de Lira (PP-AL), rapporteur in the Commission, supported the proposal.

The proposal foresees that the casinos should be exploited by authorization granted by the federal government, while the bingos and local popular jogo do bicho will be in charge of states and municipalities.
 
Games of chance are considered, according to the proposal, among others, the jogo do bicho; electronic games, video-lottery and video-bingo; bingo; casino gambling at resorts; online sports betting games; online bingo game; and online casino games.

Senator Ciro Nogueira justifies the proposal saying that the population always counts on luck, being a characteristic of people. "Working only with the social reality of the way it presents itself, one comes to the conclusion that gambling exists, has always existed and will continue to exist because betting, counting on luck, is a trait historical-cultural behavior of almost all peoples of the planet since the beginnig," says the text of the proposal.

Nogueira also argues that people will continue to practice gaming even without legal authorization. "Reality shows that no one will stop betting on certain form of lottery because it is forbidden; the bets will continue to be carried out, only in a clandestine way, with all its evil effects."
The congressman also justifies that there is currently authorization for the federal lottery modalities and asks why there would be unequal treatment. "It is, at the very least, incoherent and unreasonable to provide differentiated treatment for the jogo do bicho and, at the same time, to allow and regulate the federal lottery modalities that exist today. Now, the act of going to a lottery to play obeys the same logic as going to a jogo do bicho point for betting," Nogueira concluded.
