Brazilian Senator wants to vote gaming law after this week holiday

After the holiday of the Proclamation of the Republic (November 15), Brazilian Senator Eunício Oliveira intends to put to vote in the Senate the bill that legalizes gambling in the country. There are so many interests around the matter that it is impossible to predict the outcome and whether the decision will even come out this month. But the gaming lobby, which has long been active in the legislature, is very excited, according to ISTOÉ journalist Ricardo Boechat.

Eunício Oliveira also stated that he will not have problems in guiding the project that authorizes the exploration of games of chance throughout the national territory (PLS 186/2014). The text approval is a claim of governors to strengthen the state's cash register.

"I told the governors that I will not have any difficulty in guiding, even because the decision to rule is mine, but the decision to approve or not approve is from the Senate Plenary," says Oliveira.

For him, the text should be discussed in depth and with a "hard look", preferably observing what has already been done in countries where this type of game is legalized.
One of the main points that the law must predict, in the view of the president of the Senate, is the link of funds raised with gaming to a public security fund and health areas.

He also said that he will hold a meeting of leaders today (Tuesday 14) to discuss projects of interest to society, especially in the areas of public safety and stimulus to the economy.

PLS 186/2014, by Senator Ciro Nogueira (PP-PI), authorizes the exploration of games of chance throughout the national territory. The report by Senator Benedito de Lira (PP-AL) foresees the levying of taxes on bets, to be made even by means of cellular applications. The collection would be divided between states and municipalities.

The securitization is foreseen in the Senate Bill (PLS) 204/2016, by Senator José Serra (PSDB-SP). The text allows the public administration to sell to the private sector the right over administrative or legal installments. The opinion of Senator Romero Jucá (PMDB-RR) awaits a vote in the Committee on Economic Affairs (CAE)

The Senate president acknowledges that the issues are controversial. But it defends the voting of the two projects. "If the project is controversial, we have to decide, to make the debate transparent and to find convergence," he said.

Eunício Oliveira, however, imposed a condition for the regulation of games of chance to be put in order: "My condition is that the result of the taxes goes directly to a public security fund and another portion is linked to public health. Taxes are not going to the Treasury, they will not make a primary surplus or anything else," he said.
