New book supporting gaming legalization launched today in Brazil

With the sponsorship of Loterj and support from Abrabincs and the Commercial Association of Rio de Janeiro, the book 'Theory of Probabilities - in Gaming, Science and Public Policy' by economist Luiz Carlos Prestes Filho will be launched today. In the second book of his career, the author vehemently defends the opening of the gaming market in Brazil. The event will be part of the seminar 'State lotteries in light of the Constitution,' at OAB / RJ.

Among the most interesting chapters are the interview with Defense Minister Raul Jungmann under the title "Games and National Sovereignty – an empathy", "Gaming: Science, Technology and Innovation" (by Jorge Ávila), "Intellectual Property and Games of Chance (By Paulo Ferreira), "Bingos in: burden or legacy?" (By Maria Luiza Kurban Jobim and Toni Willians), Loterj is the Victim of Authoritarian Legislation"(by Paulo Horn) and "The Regulation of Gambling - Legal Impacts" (by Ana Paula Gatti Vital).

Prestes Filho is a specialist in Culture Economy and was scientific coordinator of the research on the Productive Chains of the Economy of Music and Economy of Carnival. In his first book, about the 30 years of the Sambódromo, he talked about those who knew how to transform the Carioca carnival into the greatest Mega Cultural Event in the World: Anísio Abraham David, Ailton Guimarães Jorge, Luiz Pacheco Drummond and Carlinhos Maracanã.

With the sponsorship of Loterj and the support of Abrabincs and the Commercial Association of Rio de Janeiro, the book promotes the debate of the theme from a very concrete analysis of the authoritarian rubbish that Brazil lives and that hinders the regulation of gaming in Brazil.

That is the subject that Luiz Carlos Prestes Filho chose for the opening of his book. In the preface, Olavo Salles da Silveira, president of Abrabincs (Brazilian Association of Bingos, Casinos and Similres), gives the tone of the book's contents by writing that "in Brazil, the legislative rubbish of authoritarian governments prevents the definitive implantation of democracy. Consequently, it prevents proper regulation of gambling activities managed by private enterprise."

For Salles da Silveira, the book "is an interesting proposal to discuss the urgent need for regulation in Brazil of casinos, bingos, slot machines and also the jogo do bicho. The rule of law in our country can no longer coexist with the perpetuation of the Law on Criminal Offenses (1941) and Decree-Law 204 (1967), which states that it is the duty of the State to safeguard the integrity of social life, prevent the emergence and proliferation of prohibited games that are likely to reach national security.”

In an interview with the Defense Minister, Raul Jungmann, he talks about the opposite position of Senator José Serra, who has always criticized the gaming activity for being a door for money laundering. In the book he is asked about this, as he has never brought facts to substantiate his claims.

The author makes a challenge and says that the complaint should be brought to debate that José Serra would have laundered money during the 2004 political campaign. "The Federal Police indicted him for tax evasion. From what I read in the Folha de S.Paulo newspaper, Serra did not need a casino or a bingo to do illegal transactions. Only of licit banks and companies," asks Prestes Filho.
