Brazilian Federal Deputy Valmir Prascidelli

"We need to think about gaming by creating clear rules to move forward"

(Exclusive GMB) - Federal Deputy Valmir Prascidelli (PT-SP), member of the Commission on Constitution, Justice and Citizenship (CCJC) and of the Committee on Labor, Administration and Public Service (CTASP), spoke with GMB about gaming legalization in Brazil. The parliamentarian expressed his support for the regulation of the activity, but stressed that it is necessary to clearly define the rules for the development of the sector so that the country can move forward and get the benefits.

GMB - The debate on the legalization of gaming is gaining more space in the Chamber of Deputies, especially with the creation of the Parliamentary Front and requests for PL442 / 91 to be voted in plenary. How have you been following this scenario?
Valmir Prascidelli
 - I do not know all the projects in discussion, but there has been a debate about the legalization of casinos in Brazil for many years. I think it is an issue that we need to think in deep in the sense that by creating clear rules we can move forward accordingly.

Do you believe that the controversies that circulate around the projects and debates related to the legalization of the activity have hindered the progress of the process?
It is a controversial debate, there is a lot of controversy. I have not participated in the committees that debate these issues, but at first I do not see this with any prejudice, any resistance, I think it is a debate that we need to do.

The regulation of the activity has been defended as an important option for the collection of taxes, which could reach to US$ 5.6 billion per year. Do you also support this argument?
It can be an important fundraising activity for the country, as it happens in other countries, as long as it has clear regulations, procedures and opening of these gaming spaces.

In your opinion, which other sectors of the economy can benefit from the legalization of gaming in Brazil?
It can be an important source of income for the country, especially for tourism. Many Brazilians leave the country to play and have left resources outside of Brazil. And in other situations we see several clandestine gaming that end up having a contravention and not generating any income for the country. We must look carefully at this question.

If the legalization project gets to be voted by the plenary of the House, what would be your position on the subject?
I would vote in favor of these criteria of openness and functioning that I am saying; I would vote in favor.
