Brazilian Senate to include gaming in the Plenary agenda

Senate President Eunicio Oliveira announced yesterday (Tuesday 7) that he will include in the agenda of the Plenary two projects that can strengthen the state's coffers. One of them is the release the performance of games of chance in te country. Oliveira attended a meeting in Brasilia with the presence of governors and vice governors of 13 units of the Federation.

The PLS 186/2014, by Senator Ciro Nogueira (PP-PI), authorizes the exploration of games of chance throughout the national territory. The report by Senator Benedito de Lira (PP-AL) foresees the levying of taxes on bets, to be made even by means of cellular applications. The collection would be divided between states and municipalities.

The second project to be included in the agenda allows the public administration to sell to the private sector the right over administrative or legal installments.

The Senate president acknowledges that the issues are controversial. But it defends the voting of the two projects.

"Controversial matters have to be decided by the Plenary. We can not be hypocritical. If the project is controversial, we have to set it, make the debate transparent and find convergence,” he said.

Eunício Oliveira, however, imposed a condition for the regulation of games of chance to be put in order: "My condition is that the result of taxes go directly to a public security fund and another part is linked to public health. Taxes do not go to the Treasury. They will not make a primary surplus or anything else," he said.
