In addition to the delay, Mansueto explained that the government is evaluating the possibility of changes in the terms of the auction, due to complaints from potential participants in the event that criticized, for example, the requirement of cash payment of the grant of R$ 923 million (US$ 283m), considering it high.
The
secretary said that for now these terms do not change, but, acknowledged that
the matter is under analysis. For him, it is difficult to change the value
because it was defined based on technical studies done by two companies
contracted by BNDES.
Mansueto explained that the postponement of the auction occurs because the
analysis of the process was being done by the Federal Court of Audit (TCU) in
Brasilia and was sent to court in Rio de Janeiro. TCU's analysis is preliminary
to the publication of the call for tenders. This move to Rio delayed the
process by more than a month.
According
to Mansueto, if this analysis is completed later this month by the technical
unit of Rio, it would still be possible for the court of accounts to authorize
in December at the last plenary meeting of the TCU ministers, which would help
to carry out the auction in the first quarter.
The secretary pointed out that the postponement does not affect the national
accounts this year because, given the uncertainty and prudential postural, the
government had already withdrawn the LOTEX concession from revenue projection.
