New book supporting gaming legalization launched in São Paulo

In an attended ceremony that brought together businessmen, supporters of the gaming sector, artists and intellectuals, Brazilian economist Luz Carlos Prestes Filho launched in São Paulo the book 'Theory of Probabilities - in Gaming, Science and Public Policy.' With sponsorship from Loterj and support from Abrabincs, the author defends the opening of the activity in Brazil and defines it as 'a global vision about democracy in our country.'

In this book, Prestes promotes the debate about gaming from an interesting analysis of the authoritarian rubbish that deprived the Brazilians of the diverse modalities of gaming from the prohibition of casinos, in the decade of 1940, of the strangulation of the state lotteries in benefit of the monopoly of the Union for the exploitation of the activity and a decree law of 1967 that affirmed that it was "duty of the State, to safeguard the integrity of social life, to prevent the emergence and the proliferation of prohibited games that are susceptible to attain national security."

For Prestes, launching the book in São Paulo is a special moment, “because we have the most important economy in Brazil and it is where the headquarters of Abrabincs, an association that defends the sector, and the news portal Games Magazine Brasil, whom I thank the support not only to the activity, but also to my book. Here is my special thanks to you, Gildo Mazza, for the friendship and help in publicizing the "Theory of Probabilities".

According to him, "I'm not on this release alone, because I have four scholars who sign chapters of my book and who are from São Paulo. This city has an important role to regulate the activity, because it is one of the two big cities that will surely attract billionaire investments for the future casino as soon as the activity is approved."

On the other hand, according to Prestes, "launching in São Paulo is a way to dialogue with many important segments that are militating for the approval of a serious law for Brazil, since excellent law firms have shown the importance of the activity based on consistent legislation and aimed at the development of the sector. Important tax specialists also have their bases in the city and it is important to exchange experiences with them to strengthen the demonstration of how much Brazil can collect with gaming taxes and how much this will strengthen the society with the generation of jobs.”

For Prestes, the wealth of the sector should be for society and not for the illegal operator. "I believe that even these operators want regulation to be able to enter a transparent market that will make them part of the Brazilian productive chain."

According to the author, "it is time for all to join efforts to improve the debate we have had in recent years and that, in my opinion, has to do with the Brazilian democratic process. We can no longer have gaming prohibited by decree-laws of dictatorial moments by which Brazil has passed in the last 70 years. "

Present at the event, Olavo Salles da Silveira, president of Abrabincs and supporter of the publication of the book, stated that "the book takes a technical and scientific approach to gaming and shows how much betting is in our daily life. The book can provide insights into more serious debates about the gaming aspect of our daily lives." For him, there are no longer any doubts in Parliament about the benefits of the activity, "but not everyone has the courage to speak openly. Today we live an important moment, as society has already demonstrated its support for the activity, both for the entertainment itself and for the benefits of generating jobs. And that will be preponderant at the moment in which senators and deputies are to vote for the approval or not of legislation for the activity," he added.

"A lot of research has been released and parliamentarians are paying attention to the results. What we lack is to seek more support from the mainstream media to realize the benefits we have shown to parliamentarians so that this information reinforces the support of public opinion," also says Olavo.

According to Olavo, the theme will remain on the agenda and there is no doubt that in the resumption of legislative work in February next year, the discussions will be crystallized in the opinion of society and "parliamentarians will be aware of this."
