Senator Antônio Carlos Valadares (PSB-SE) questioned Alexandre de Moraes - only nominated to be future Minister of STF- about gambling legalization, a bill that is being processed in the Senate.
The lawyer stressed that the Constitution does not prohibit and that it is an "option of the legislator." He highlighted the model adopted by the United States, which gathers casinos, shopping malls, resorts, hotels and shows to stimulate tourism and the presence of all the family.The complete transcript of Alexander de Moraes:
"Regarding gambling, Senator Valadares.. The Constitution does not even
determine or prohibit the issue of gambling. It is an option for the
legislature, that is, for the national congress. And talking about money
laundering, it is not because we do not have gambling, that we do not have
money laundering. That is a separate matter that must be treated also.”
"Most importantly, in my opinion, if there is this option of the legislator, is
to check the model to be adopted. In some countries, like the United States or
Macau, have adopted the model of making a connection between casinos with
shopping malls, shops, resorts, hotels, shows, so that it could be frequented
by the whole family. And other countries, especially the European ones, have
done something more isolated, certain parts, only with casinos and games of
chance.”
"If we verify this differentiation, in places where everything is set, and in
some places only, some resorts; It flourished. In Europe, if we check the
countries, this has not flourished because the family when they travel, the one
who wants to play is not going to leave the family..leave one here, another
there.. are different options.
"This, and I repeat here, if there is the option of the congress, this should
be, in my opinion, well analyzed to foster, if there is a positive option, internal
and external tourism."
