Deputy in Brazil proposes new lottery with 100% of funds for health

The state deputy Zé Domingos Fraga (PSD) submitted an application suggesting to the Government the creation of a lottery to finance health in Mato Grosso state. The project will certainly be resisted by Governor Pedro Taques (PSDB), who says that it is not up to the state to administer gaming and has already extinguished the former state lottery, Lemat.

According to Zé Domingos Fraga, besides being an alternative to increasing the tax burden to finance health, "Loto Vida” will be giving opportunity to those who like lottery game to play in an official way and legalized by the Executive. "We can also encourage those who do not play to play to guarantee more resources and continue saving lives in Mato Grosso," he said in an interview with Cuiabá newspaper, RD News.

After submitting the application, Zé Domingos intends to seek support in society, in the State Government and in the Assembly itself. "With lack money in the budget, even more in times of crisis, we present this proposal by request. Now we hope to win the sympathy of the segments that defend improvements in health," he added.

Regarding gaming, governor Taques extinguished the Lottery of the State of Mato Grosso (Lemat) in a decree published on January 30, 2015. The creation of Lemat, during the administration of former governor Silval Barbosa (PMDB), was justified at the time by a Decision of the Supreme Federal Court (STF) that referred to this practice as well as the need to promote the financing of Social Assistance, Sports and Public Security activities in the State.

However, Lemat was almost always involved in controversy, such as the use of close to US$ 320 thousand from the public coffers for payments of salaries without full operation. The lottery was also the target of denunciations since the only company qualified to participate in the bidding - Consortium LBH-MT - would have relation with operator of illegal local game "jogo do bicho” Carlinhos Cachoeira.
