Opponent Senator to gambling law in Brazil asks to expand equestrian betting

(Exclusive GMB) - Senator Lasier Martins has expressed his opposition to regulate gambling in Brazil. However, upon learning that the law would be passed soon, he requested to add an amendment to draft 186/2014. He asks to extend the possibility of betting on all equestrian sports, not just turf.

The senator for Rio Grande do Sul forwarded the amendment no. 67 - PLS nº 186, of 2014, to the Rapporteur, Senator Benedito de Lira, for analysis of the CCJ (Commission of Constitution, Justice and Citizenship).

The full text follows:

Add the following art.52 to the Senate Bill 186, of 2014, renumbering the following: "Art.52. Law No. 7,291, of December 19, 1984, becomes effective with the addition of the following art.6-A:

"Art.6o-A. The exploitation of bets in equestrian competitions is permitted in the Country, observing, where applicable, the provisions of art.7th to Art.17 of this Law.

Single paragraph.The activity referred to the caput will be developed in order to stimulate the creation and employment of the national horse, through the Coordinating Commission for the Creation of the National Horse - CCCCN, in the form regulated by the Executive Power.


JUSTIFICATION

We present the amendment to expand the chances of explitating bets related to national equideoculture. Currently, Law No. 7,291, of 1984, already authorizes the operation of bets with the purpose of supplying the necessary resources for the coordination and supervision of the national equideoculture. Such authorization, however, is limited to the turfistic activity, that is to say, the performance of horse races, not reaching the equestrian competitions.

With the gradual decline of turf’s popularity, it is necessary to find other forms of financing and support for the creation of the national horse, a source that generates employment and an important cultural element in many regions of the country.

As the text approved by the Special Committee on National Development does not deal with this issue, the proposed amendment seeks to add a new mechanism to Law No. 7,291 of 1984 to legalize betting in equestrianism competitions, which should obey the same rules that exist today for turfí activity, including with regard to the role played by the Coordinating Commission for the Creation of the National Horse - CCCCN.
