Lottery owners are worried about losing customers. Today, bets can only be made in the physical network of correspondents retailers throughout the country. In the new model, can be performed even in smartphones.
"It is likely that a large portion of the players will migrate to the online platform and this will put at risk the network of 13 thousand lottery retailers in the country, which employs around 200 thousand people," said the communication director of the Lottery Association of São Paulo and Interior (Alspi), Adriana Domingues.
As the evolution of the system seems inevitable, Lottery claim that the loss of gaming revenue is offset by the increase in the tariff on other services provided by the stores, which also act as Caixa's (owned-state bank) correspondents.
According to data from Alspi, to collect the equivalent of an employee's salary, each lottery must receive payment of 4,400 bills of electricity service or 3,167 tickets from Caixa. "The tariffs we receive on services provided to Caixa are out of date and this balance needs to be rebalanced. The adjustment of rates every 20 months does not restore even the inflation of the period. In addition, the lottery network wants to be more competitive in the offer of bank financing, "said Adriana.
Caixa responded that it periodically readjusts the tariffs of operations carried out at the lottery. "The last adjustment was made by the bank in June 2016, when rates were updated by 13.17 % and the additional remuneration, which includes the additional security, were readjusted by 10.43 %," the bank reported.
As the relationship with Caixa is bad, Alspi argues that the privatization of the lottery market is accompanied by the creation of a gaming regulatory agency to put clear rules on the relationship between lottery retailers and managers of the new betting sistema.
"The best scenario would be for Congress to approve also the release of other gambling games, such as local ‘jogo do bicho’, because we could expand the offer of products in one place, thus keeping more bettors in our customer base," concluded Adriana.
