Brazilian deputies analyze to use lottery incomes for Anti-Drug Fund

The Finance and Taxation Commission (CFT), through Deputy Hildo Rocha, asked the Minister of Finance for an estimate of the budgetary and financial impact resulting from the approval of Laws 964 and 1576, both of 2011, aimed at destination of funds from lotteries to the National Anti-Drug Fund (FUNAD). One of the projects creates a special annual edition of popular Mega Sena dedicated to the fund.

According to Hildo Rocha, in his request for a petition, the analysis is necessary since it is foreseen in the LDO (Law of Budgetary Guidelines) where it is required that the assessment of the matter be instructed with an estimate of its budgetary and financial impact and also to give compliance with art. 14 of the Fiscal Responsibility Law.

In the request, the parliamentarian asks that the estimate reach the budgetary and financial impact related to the exercise of the years 2018, 2019 and 2020.

The Bill 964/2011 is authored by Deputy Edinho Silva has as its main proposal the allocation to the National Anti-Drug Fund ( FUNAD) percentage of the collection of lotteries administered by the Caixa Econômica Federal.

Project 1576/2011, which is linked to PL 964/2011, is authored by Deputy Wilson Filho (PMDB/ PB) and proposes that an annual and special Mega Sena competition be held in favor of the National Anti-Drug Fund.

Currently, the projects are under the analysis of the Finance and Taxation Commission (CFT), and after being approved in this committee will also be referred to the CCJ (Commission of Constitution and Justice) and only then be voted in plenary.
