Decree 8.648, of January 28, 2016, included Lotex in the National Privatization Program (PND). Subsequently, on October 11, 2016, Decree 8.873 amended Decree 8.648 / 2016 and designated the BNDES as responsible for the execution and follow-up of the process, being responsible, among other things, for promoting the contracting of consulting, auditing and other services necessary for the implementation of the destatizations.
In order to determine the best model of privatization for LOTEX and the value of the business, in February 2017, the EY / Moysés & Pires / Zancan Consortium was selected to provide the consulting and advisory service for all stages of the privatization of LOTEX , elaborating products such as the Business Plan, the Legal Analysis of the Legal and Regulatory Framework, the Economic and Financial Assessment, the Modeling of Privatization, the Survey of Potential Investors and the Minutes of the Notice and the Concession Agreement.
In order to obtain contributions and suggestions for the LOTEX privatization process, a period of Public Consultation was established, which began at 09:00 AM (Brasília time) on September 12, 2017 and was concluded at 6:00 p.m. (Brasília time) on October 11, 2017. During this period, the contributions could be made using a template provided on the BNDES website, which was sent completed to the e-mail [email protected]. br .
In this context, the Public Hearing of the Privatization of LOTEX was held on September 26, 2017, from 10:00 a.m. to 12:00 noon (Brasília time), at the Auditorium of Ernst & Young Auditores Independentes located at Avenida Praia de Botafogo, 370, 10th floor, Botafogo, Rio de Janeiro - RJ. Subsequently, international and national Road Shows were held for the presentation of the project to potential investors and individual meetings with participants who wanted to clarify doubts in person.
These events took place in London (September 28 and 29, 2017), Las Vegas (October 02 and 03, 2017) and Rio de Janeiro (October 6, 2017). Annex I to this report presents the answers to the questions asked and not answered at the time of the Public Hearing. Annex II presents the answers to the questions and contributions sent to the mentioned electronic address in the scope of the Public Consultation and to the questions asked in the individual meetings of the road shows.
