President Michel Temer should suspend the appointments to fill positions of four vice presidencies of the state-owned bank Caixa Econômica Federal. The names were chosen in a selective process by means of hunting companies (Head Hunter) started in August.
Two are from the market and two are part of the bank's staff and everyone is ready to take over. However, indications from Temer a little more than two months after the end of his term have caused discomfort and mobilized the nucleus of the campaign of Jair Bolsonaro (PSL), favorite in the surveys of intention to vote to the Presidency. PSL candidate auxiliaries want him to make the name choices, if elected.
The situation was passed on to Deputy Onyx Lorenzoni (DEM-RS), announced as minister of the Civil House in eventual government Bolsonaro. He is already talking with the current government. Faced with this, the Minister of the Government Secretariat, Carlos Marun, told local media GLOBO that the indications for the Caixa may end up being for the next government.
"In my opinion, the indications need not be made now," Marun said, denying that he had been approached by the Bolsonaro or Haddad to address the indications.
In addition to making the new appointments of Caixa, the next president will be able to choose another 524 directors and presidents for the federal state. Currently, the government controls 138 companies, which includes subsidiaries of companies such as Petrobras, Eletrobras and Banco do Brasil.
In recent years, these positions have been used in the political negotiations conducted by the Planalto Palace. Generally, the political parties that make up the basis of government in Congress lead ministers of political articulation to indications for so-called second- and third-rank government positions. Normally, the party that commands an area also usually defines who will head the bodies attached to it.
In the case of Caixa, the public bank sent the list with those selected for the board to the Civil House 15 days ago, and awaits the endorsement of the Planalto Palace to make the approval of the indications on the bank's Board of Directors. The Caixa selection process was opened to fill positions in the vice presidencies in the areas of Corporate, Government Funds and Lotteries, and Government and Housing. The functions are being exercised by interim after the Federal Public Ministry (MPF) recommend, at the end of last year, the exit of the officials.
Because of the pressure from prosecutors, Caixa changed its status in an attempt to shield it from political interference. The move was an offshoot of Operation Greenfield, which pointed to suspected frauds between public banks and pension funds. The new statute defined new criteria for selection of vice presidents, such as use of specialized recruitment advice. Before, they were named or dismissed directly by the president of the Republic, without selective process.
