Brazilian president Temer orders to continue contracting Caixa Lotteries VP

Finance Minister Eduardo Guardia said that President Michel Temer ordered to keep the process of hiring four vice presidents selected for Caixa Econômica Federal. 'Nothing will stop, these four nominees will take office,' Guardia said. Yesterday, Folha de S.Paulo revealed that Temer gave in to the pressure of Jair Bolsonaro's emissaries so that designations in Caixa and regulatory agencies are made in the next government.

Guardia said that he spoke with Temer and with the Minister of the Government, Carlos Marun, about the nominations. Folha de S.Paulo's report revealed that Temer gave in to the pressure of emissaries from Jair Bolsonaro (PSL), the leader in polls, so that nominations in the Caixa and in regulatory agencies are made in the next government.

Marun went so far as to say that "it was not time to make changes [in the bank]. May the next president continue with these changes," he said. Guard assured that "nothing will stop. These four nominees will take office," he said.

The finance minister explained that President Temer authorized the modernization of Caixa's statute so that the bank would have stronger governance to bar political indications. Under the new rules, bank executives are chosen by a recruitment company.

Caixa employees may also apply, but are subject to the same selection process. "With the new statute, the Presidency of the Republic only makes the final checks, such as criminal records. Who indicates is the bank's board of directors," said Guardia. "[The president] can not change the names." According to the finance minister, Temer assured that "the process continues normally as it was defined."

Caixa sent about a month ago the name of the chosen ones to assume four vice-presidencies -Habit, Government, Funds of Government and Lotteries. These posts have been being held by interim since the beginning of the year, when Temer had to remove the officials because of suspicions of involvement in corruption revealed by Operações Sépsis, Cui Buono? and Greenfield.

The chairman of Caixa's board of directors, Fazenda Executive Secretary Ana Paula Vescovi, said that this inheritance of Caixa's governance will be passed on to the new president. According to Vescovi, the company chosen to define the bank's new model of executive hiring set out to prepare the document that will be delivered to the transition team.

In it, will be included the points of the new governance with the next steps for the complete replacement of the current executives of the bank. Vescovi said that the full exchange will be made in three stages and in each of them four executives will be replaced. The second selection of four executives is expected to begin in the coming weeks, with appointment scheduled for early 2019, when the elected government assumes.

Guardia defended Caixa's new governance policy, which he considers to be a "breakthrough institution" and, therefore, should be kept in the new management, regardless of the change of government. In case he wants to change the current rules, the new president will have to re-discuss how to appoint Caixa executives on the board.

The issue is then brought to a shareholders' meeting. The government holds 100% of Caixa's control and it is the one who decides if the proposals of the board should be complied with.
