PM 846/18 would be voted in Plenary

Brazilian deputies could approve sports betting legalization tomorrow

After an express and public request of President-elect Jair Bolsonaro, the Plenary of the Chamber of Deputies would debate this Tuesday PM 846, which brings new rules for the distribution of money raised with lotteries among various sectors and also legalizes fixed odd betting. There would already be agreement between the different political parties to approve it and then pass to the Senate for its final sanction.

The text regulates the transfer of funds from lotteries to areas such as public safety, sports and culture, and proposes the institution of a lottery modality called fixed odd betting (sports betting), which may occur in physical or electronic way.

The distribution of the money raised with the lotteries will be under debate in the Plenary of the Chamber of Deputies from Tuesday (20). The fact is that Provisional Measure (PM) 846/18, which introduces new rules for the division of these resources among various sectors, is ready to be voted on.

Last year, lotteries raised almost R$ 14 billion (US$ 3.7bn) in betting. About R$ 3 billion (US$ 795m) were distributed to education, culture, sports and public safety. The PM 846 wants to increase what is destined for security, going from around R$ 400 million (US$ 106m) last year to more than R$ 1 billion (US$ 265m) next year.

As the money going to other areas is practically maintained, the text has consensus among the parties and can be approved. The subject has already gone through a long negotiation, initially with strong reactions and even protests of the artistic and sports sectors.

Deputy Laura Carneiro (DEM-RJ) recalls that the government previously issued another provisional measure that changed the distribution of lottery resources (MP 841/18). "The initial provisional measure was 841, which was very bad because it took money from both sport and culture, although it gave it to security. This measure was withdrawn and a new one was presented [MP 846], which is the result of a great deal with several sectors," the congresswoman said.

Deputy Pastor Eurico (Patri-PE) agreed with the first version, which gave more money to the security forces. However, in the face of the protests and negotiations, he will support the new text. "Our struggle was for a greater investment in security, because it is a calamity the issue of security in our Brazil, but with these setbacks and discussions, with some defending the issues of education, health, safety , sport and such, it was decided to divide," he said.

According to Deputy Edmilson Rodrigues (Psol-PA), the current version of the measure corrects the government's initial mistake of withdrawing money from culture and sport. "[PM] already recognizes that it really is a contradiction to want to invest only in security, removing resources from areas that are fundamental to contain violence, particularly urban violence," he said.

The chairman of the joint committee that evaluated the provisional measure before reaching the Plenary, Evandro Roman (PSD-PR), pointed out that, for the first time, a percentage was set aside to cover expenses for the displacement and change of family members of the security forces. "Members of these security forces who are going to travel to the border regions or to Rio de Janeiro may take their families with an infrastructure protected by this provisional measure," said the deputy.
