"The population of Brazil needs to know what has been a world reality for years"

Fabio Tiberia, International Consultant in Gaming, participates in the OGS 2018 in the panel that will bring the experience of regulated markets around the world being the Italian representative of the table. In this second article of our pre-event interview cycle, Tiberia talks about the expectations for his participation, the conflict between online and physical markets and the next steps for a gaming legislation in Brazil.

Next December 3-4, at the Pacaembu Stadium in São Paulo, OGS Brazil will bring together operators, product and service providers, regulators and authorities to discuss the current scenario and future regulation of the Online Gameing and Sports Betting sector in Brazil. With the renovation in the benches both in the Senate and in the Chamber of Deputies, it is expected that the regulation of the sector topic will return to the agenda.

GMB - With what expectations do you get to the Online Gaming Summit Brasil, an unprecedented event for our market? What will your panel be about?

- Expectations are always related to a great event with professionals worldwide comparing ideas and experiences. The event is unprecedented, but, expected. My panel will deal with a world of advantages. What is online gambling and sports betting doing for the economy of regulated markets?

Is this kind of knowledge-sharing meeting something that the country needs to prevent the population from being misinformed about the false "dangers" of the gaming?
I strongly believe that the population has to be aware of what has been a world reality for years. Everything that is not known can generate bad information and, above all, ignorance. About the false "dangers"; it is necessary to distinguish skill games like poker, fixed odds betting and Exchange sports from pre-determined or random payout games.

Can you advance some of the ideas or some data you will present to the public on your panel?
Being Italian, I will present the current online gaming framework in Italy with integration of the Video Lottery Terminal (VLT) and AWP (Amusements With Prizes) analyzing the economic benefits and the current government's performance of new standards dedicated to gaming in general.

Online gaming seems today to be the fastest growing modality in the world. Why do you think this is happening? Is traditional gaming business at stake?
Immediate access to any kind of consumer goods today is determined by the greatest discovery of the century: the internet. The physical stores like pharmacies, restaurants, clothes, etc. are being increasingly substitutes for ecommerce. In this revolution also enters the online gaming.

Today the process of elaborating a consumption idea is practically immediate. You view, elaborate and purchase. All in very few seconds. Online gaming emphasizes still more the aspect of the impulsivity of the consumption. Physical businesses, regardless of what gender they are, do not contemplate this quality.

So the internet equals a key and the immediacy of good consumption is the gateway. Another revolution that is already happening is the blockchain (the new access key).

Is traditional face to face gaming business at stake?
I think the physical or traditional gaming with "totaled prizes" like lotteries, lotto, win to win etc .. will continue existing because the player applies a "bet" per contest. In fixed price, Exchange and other kind of etc bets, there is a dynamic assessment of the game that increases the immediacy of the action that contrasts with the idea of “bet shop”. Also, payment systems and "KYC" are being transformed because of the new blockchain technology, improving the user experience of the online player.

How do you evaluate the progress of online gambling in a legislative level in Brazil?
Being a technician rather than a legislator I do not allow myself to comment on this subject, but I believe that Brazil could change the experiences of other countries to convert them into a single Brazilian legislative model.

Do you think that by 2019 we will have an open and regulated market?
I find it very difficult in a year to have a "white market." Regulation is a process that takes time and also depends on what you want to do.

How do you imagine that the new government led by Jair Bolsonaro will address the gaming market in the country?
Sincerely, I do not know. I would let the opinion of the population prevail, after all: "vox Populi vox dei" (the voice of the people is the voice of God).
