Brazilian fans will be encouraged to bet to finance public safety

The football clubs will receive 1.5% of the future Lotex's exclusive “Raspadinha” (scratch card), which will stimulate fans to place bets. With this, there will be more resources to finance the own associations, public safety, culture, sport and other sectors benefiting from the collection of the new lottery, whose bid auction is scheduled for November 29th.

The increase in resources for public safety is envisaged by Congressman Evandro Roman (PSD-PR), chairman of the mixed committee of deputies and senators who analyzed the matter, and whose rapporteur was Senator Flexa Ribeiro (PSDB-PA).

The redistribution of funds from federal lotteries is provided in the text of Provisional Measure 846, which was approved by the House of Representatives plenary this Tuesday (20). The PM intends to raise from R$ 400 million (US$ 106m) to R$ 1 billion (US$ 266m) per year the resources of the federal lotteries destined to public safety.

Shields and nothing

"Before, clubs' shields were used, and the clubs did not get anything," Roman said. "Today, with this text [from PM] the clubs will receive 1.5%. In this way, the directors and club players will encourage their fans to play [at Lotex] and, consequently, increase revenue for public safety, as for sports and culture."

With Lotex, the annual resources for public safety must recover the extra R$ 500 million (US$ 133m) that were foreseen in MP 841, the first provisional measure on federal lotteries that lost its validity after being subjected to strong pressure from the Ministries of Culture and of Sport.

Auction

Lotex is due to start operating in 2019. The National Economic and Social Development Bank (BNDES) will promote the new auction of the new lottery, with new payment facilities, following the failure of the auction promoted in August of this year, which did not have any company interested.

Last year, lotteries raised almost R$ 14 billion (US$ 3.7bn) in bettings. About R$ 3 billion (US$ 798m) were distributed to education, culture, sports and public safety.

According to the approved text, 10 to 15% of the lottery resources to be allocated to the National Public Security Fund (FNSP) should be used in housing programs for policemen and improving the quality of life of public safety professionals.
