The cancellation is mainly due to the fact that a technical analysis determined that more time is needed to achieve greater transparency, Ortiz Báez said.
"Until last week we lacked a representative for the evaluation committee, we wanted to give it the greatest possible institutionality. We made the technical evaluation of the call and determined that there was not enough time for this committee to have a justification of how the statement is today,” he said.
“We wanted to give more participation to more people who may be interested so that there is more transparency, evaluating the interests for the State and for third parties," Ortiz Báez also commented.
He added that a new list of bases and conditions is expected, evaluating new components, to make a call again in 2019. Points that could have limited the participation of more suppliers will be analyzed, he explained.
