Brazil’s Finance analyzes structure for sports betting and looks at US model

The Secretary for Fiscal, Energy and Lottery Monitoring of the Ministry of Finance (SEFEL), Alexandre Manoel Angelo da Silva, was satisfied with the approval of PM 846 by the Joint Committee: 'The measure means an advance for the 'games with bet' market in Brazil, especially in lotteries. Although there is no project ready for sports betting, he believes that the Ministry will take full advantage of the current experience of implementing this modality in some US states.

"The Ministry of Finance does not have any ready project on sports betting; it will have to study and structure an area, so that this new modality is regulated, in a competitive, modern and innovative environment," explains da Silva to Games Magazine Brasil.

"I believe the Ministry will greatly benefit from the current experience of implementing this modality in some US states. It is essential to be guided in the steps that are being taken in order to ensure compliance and integrity in the implementation of sports betting in Brazil," adds the Secretary of SEFEL.

The text regulates the transfer of funds from lotteries to areas such as public safety, sports and culture, and proposes the institution of a lottery modality called fixed odd betting (sports betting) - which may occur in physical or electronic way.

With respect to lotteries, fixed-odd betting of the PM determines a period of two years, extendable by two others, so that the Ministry of Finance establishes the rules for authorization of concession to operators of the modality.

The PM goes now to the analysis of the plenary of the Chamber of Deputies and, later, to the Senate, and it is valid until November 28.

According to the PM 846/18 rapporteur, Flexa Ribeiro, the holding of a public hearing, promoted by the commission on October 30, was important for the preparation of the report. There, experts such as Alexandre Manoel Angelo da Silva himself, among others, gave their opinions and analyzes.
