The secretary highlighted the social purpose of lotteries. He said that lotteries move close to 0.2% of gross domestic product (GDP), which is between US$3.6 and US$ 3.85 billion. According to the secretary, the amount collected by the lotteries is divided between the winners of the contest, the lottery operator and the social beneficiaries.
Hence the importance of the PM, which consolidates the rules of distribution of collected values. He said that there are currently at least 15 laws regulating federal lotteries.
