"Gaming has been satanized irresponsibly in Brazil, the challenge is to change that image"

The second panel of OGS Brazil 2018 brought the presidential election and the country's parliament to the discussion of the event. The effects of the renewal of the Chamber of Deputies (with about 80% of new names) and the Senate (60%) were raised by the participants who also dealt with money laundering and gambling as a serious and important business for Brazil. The panel was compose by Roberto Brasil Fernandes, ABLE’s Gaming Consultant and Director; Evandro Roman, Federal Deputy; and Rui Magalhães, Senior Director of Business, Technology and Operations, of Estoril Sol Digital.

The one in charge of opening the conversation table was Roberto Brasil Fernandes, Consultant in Gaming and director of ABLE. Didactic and accurate in his speech, he explained about the three political forces of society that are the executive power (president), Parliament (House and Senate) and civil society, and insisted that for the country be a democracy "the locus of debate is in Federal government. Brazil depends on the Parliament to regulate and legalize the activity," he said.
 


Brasil Fernandes also spoke of the important efforts that led to the recent approval of Provisional Measure 846, which now depends on the president's acceptance or veto, and says that the struggle is to "take the activity from the police pages and insert them into the newspaper’s economy section," paraphrasing Olavo Sales of Silveira, president of ABRABINCS.

After Brasil Fernandes, Federal Deputy Evandro Roman, who is part of the Parliamentary Party for the Liberation of Gaming in Brazil, dealt with the difficulties of issuing regulations in Congress and the "all or nothing" mentality that prevails in Brazil. That is, the idea that it is not possible to regularize gradually.
 


For the parliamentarian, the dialogue is in the House and the Senate, where the debate takes place. However, the growth of the fundamentalist bench and the population's conviction of how gaming can bring development and collection are the biggest obstacles. "Without the support of the fundamentalist bloc we will not approve. Internally they support the initiative, but they can not justify in forn of their audiences And our challenge is to show the correct path,” Roman said.

"Gaming in Portugal is seen as a way to stimulate citizenship and this is the main thing. A casino has culture, restaurants and entertainments. In Portugal the technology also serves in favor of the control and to use gaming as a healthy tool and not satanized," he concluded.
