The FGV professor from Rio de Janeiro, Pedro Trengrouse, spoke about the history of Brazil and also brought the importance of discussing the topic seriously. "We never discussed it seriously. Eurico Gaspar Dutra, the former president of Brazil, banned gaming in 1946 and never talked about it. Now with the topic at the Congress we have to discuss this and how the sport can benefit from this activity. It's time to learn from our experiences, but build our own gambling regulation," said Trengrouse.
For Braulio Melo, Federal Police Delegate and Parliamentary Secretary, online gaming in theory is lawful, because the norm that regulates the Contravention is of 1942, when there was no Internet nor the same Constitution in force. For Melo the problem is on the Exchange rate. "If this issue is regular there iss no problem, no shortcut, even being an offshore company." For him the question remains that if Brazil does not interfere with the Contravention Law, "is it worth investing here or staying offshore?", he asks.
The last one to speak on the Panel on the paths of online gambling and sports betting was Percy Wilman, Special Advisor for Latin America at Genius Sports. He brought to the event examples from outside for future regulation in the country and addressed the points he believes are important for effective regulation. He defended serious conditions for the license for games of chance and the importance of "sharing and improving information with specialized committees, businessmen and consumers."
