"With clear legislation passed, payments must follow the guidelines of the law"

The seventh panel of the OGS addressed the challenges to encourage the regulated market in Brazil and how the ways of payment would fit into it. The speakers that participated in this panel were Dennis DeLaRosa, president of IPS Online , and José Luis Brazuna, professor at the Brazilian Tax Institute, Member of the Special Tax Law Committee of the OAB-SP.

The one in charge of opening the panel was the professor of the Brazilian Tax Institute, Member of the Special Committee on Tax Law of the OAB-SP, José Luis Brazuna.

For the lawyer, "Brazil is prepared to simplify and supervise the collection of the gaming sector. But some key issues should be discussed: should gaming be taxed? How to obtain foreign investment if Brazil has a tax system confusing and full of taxes on service?”
 


The answers given by the speaker were, first of all, that gaming in Brazil with its current model, in the case of the lottery, is a public service and should not pay tribute, because it involves social counterparts.

Regarding the second point, he argues that Brazil needs to unify taxes and make it clear to the tax authorities what gamingthat all can know how it will be taxed. "If you do not know how much of your profits you will give to the Government, you can not invest," Brazuna said.

The seconf speaker of this session was Dennis DeLaRosa, IPS Online President, who spoke specifically about payments.

For him, Brazil has a long way to discuss important issues, for example, the local legal framework and anti-money laundering policies of payment providers.
 


"When it comes to gaming, it would be important to have subcodes to process transactions, so that the reason of the operation is recorded. It's easier. Because in Brazil 90% of credit cards, for example, are created to be spent in Brazil and this makes it difficult to pay in several currencies. So the best would be to work with local companies for this. With a serious legislation passed, these problems will be solved," DeLaRosa concluded.
