"PM 846 approval will open the discussion to regulate other betting games in Brazil"

The possibility of investment in advertising for gaming, online betting on football and the importance of sports integrity were the topics discussed on the ninth panel of OGS. The speakers that participated were Karen Marcela Sierra-Hughes, GLI's Director of New Business and Government Relations for Latin America and the Caribbean; Alexandre Manoel, Secretary of Fiscal and Lottery Finance (Sefel) of the Ministry of Finance; and Mario Costa, Director of Relations of the Union of professional athletes state of São Paulo.

GLI's Director of New Business and Government Relations for Latin America and the Caribbean, Karen Marcela Sierra-Hughes kicks-off the conference and talked about gaming and advertising, and especially about integrity criteria.

"If you take as an example the UK, 8% of all advertisement made there is used for gaming. It's a lot, and you have to have all the rules in place. And there is also an important point: integrity. In Colombia, which has regulated the gaming sector a short time ago, has the integrity regulated. Without it, the data may appear wrong and affect the results, in a way to harm the player and the credibility of the game. And in orde that teams have no benefit, it's also important to create regulatory agencies that monitor integrity," Karen explained.
 


Alexandre Manoel, Secretary of fiscal monitoring of Energy and Lottery (Sefel) of the Ministry of Finance, focused his speech on the issue of the recent approval of PM 846, which passed in the House of Senate and now awaits sanction or veto of the Government. For him, the PM "will open the discussion for the regulation of other gambling options in Brazil," in addition to become an important victory itself.

According to the secretary, "previously, the sum of the payout, the operator and taxes exceeded 100%. Now, for the first time, the Legislature understood the three parts that make up the Lottery and that if they wanted more resources they would need to take out another social beneficiary. In addition, the online and physical payout approved and planned are in accordance with international standards. The lottery is a big deal here, the Government has a portion of the billing and it is a natural partner. Today, it operates through Caixa, but there is interest in opening and expanding the market as we are doing with the Instant lottery(Lotex)  that should be private, but will have a government structure to increase potential sales," he said.
 


Mario Costa, Director of Relations of the trade union of the professional athletes of São Paulo, closed the panel talking about the universe in which he operates: football. His speech was also focused on integrity and on his biggest concern today: the manipulation of results.
 


"The manipulation of results is worse than drug trafficking and it is a subject that we have to worry about a lot. When I talk about sports manipulation I deal with everything that happens within the four lines of the field, from faults to goals. In Brazil even though online gaming is prohibited, there are offshore players who make bets and Interpol has more than 100 people related with tis issue on its direct target, but the lack of regulation and our legislation hinders the process to catch these people, what finally impacts in the integrity of the sport," said Costa.
