Gaming regulation in Brazil depends on the unity of the sector

'Every strategy should be reviewed by the Sector, which needs to reorganize and defend a proposal that harmonizes all interests at stake,' said Paulo Horn, Vice President of the Lottery of the State of Rio de Janeiro, in this column of opinion, after last week’s rejection of the Commission of Constitution and Justice of the Senate to PL 186/2014.

On the scoreboard in the Constitution and Justice Committee of the Senate, we can conclude that the Rapporteur Senator Benedito de Lira moved away from the movement favorable to the approval of PLS 186/2014, because he insisted that the resources raised with the exploitation of games of fortune were applied in the Security Social, as determined by the Federal Constitution, while favorable forces articulate reinforcement focused on the area of Public Security, which is first in the "order of the day".

Every strategy must be reviewed by the Sector, which must reorganize itself and defend a proposal that harmonizes all the interests at stake.

According to Senator Eunicio de Oliveira, the PLS will not be scheduled this year, but there is an opportunity to join efforts and continue with the approval of the draft Regulatory Framework of Gaming in Brazil, which is ready to be voted by the Plenary of the Chamber of Deputies, following a series of public hearings, and the broad debate with the society, which can no longer withstand hypocrisy and the inferiority complex, as if we were not able to explore and control the exploitation in Brazil of the economic activity of most growing in the world, enabling economic growth and social development.

The gaming sector must act following the example of the Caesars Entetainment that met last week with the Secretary of Fiscal, Energy and Lottery Monitoring of the Ministry of Finance, Mansueto de Almeida.

The company has shown great interest in the implementation of a strong investment, with the job creation and requested the support of the Ministry for the approval of a general gaming law, and not only for casinos.

I do not believe that it is the State's responsibility to decide how each citizen can have fun or spend his money.
