Deputies remove only-casinos regulation from tourism law to advance with general legalization

Due to the rejection of a large number of parliamentarians, who intend to approve PL 442/1991 later to legalize all modalities of gaming in Brazil, deputy Paulo Azi -rapporteur of the bill that deals with tourism issues- announced during yesterday’s (Tuesday) plenary session that the proposal to legalize only casinos within the integrated resorts will not be part of the final text of the bill. In this way, the urgency was approved for consideration of PL 2724/2015.

At the beginning of the agenda in the plenary session of Tuesday’s Chamber of Deputies, the first item was the request 7109/2017 by Herculano Passos, who asked for the urgency to consider PL 2724/2015, which deals with new general tourism law in which the proposal of the installation of casinos inside integrated resorts would be part.

During the debate on the request for urgency, several members asked to speak and criticized the placement of the casino proposal within the tourism project. Among the members of Congress that were present was Mr. Bacelar,who declared against this possibility, stating that the proposal only benefited US casinos, would generate few jobs and asked that the casinos issue be dealt with in PL 442/1991 that had the report approved in special committee and is waiting to be heard in the House of Representatives.

Faced with the repercussion generated during the session, Rep. Paulo Azi asked the floor for clarification to his colleagues and announced that the casino proposal will not be included in the final text of the PL 2724/2015 substitute.

"First, no jabuti was proposed to the text; what was being studied was the possibility within what was being proposed for the new general tourism law to open casinos in integrated resorts. The proposal did not evolve, there was no agreement. And now I want to inform that today at the party leaders' meeting we are committed to removing the issue of opening casinos in resorts from the text. Therefore, the gaming issue is not part of the substitutive proposal. It will address the topic of opening up airlines to foreign capital, transforming Embratur into an agency and the new tourism law, modernizing and attacking bureaucracy. That is what the substitutive is all about, that we are still accepting suggestions for consideration by the plenary after the vote on that urgency," said the deputy.

After the speech of the deputy, the debates on the affairs of the Tourism continued and the request of the Deputy Herculano Passo followed in the process of voting by the plenary of the house.

With the withdrawal of the idea of including the casinos in integrated resorts under the new tourism law and the rejection of PL 186/2014 in the CCJ of the Senate, the only proposal of gaming legalization in process in the national congress is PL 442/1991 , which has already had the report approved in the special commission of gaming and counts on the pressure of the pro-gaming parliamentary front to be ruled by the mayor, Rodrigo Maia, and considered by the plenary of the Chamber.
