Gambling bill returns as number 1 topic in Brazilian Senate’s CCJ agenda

After two weeks of absence, the bill authorizing and regulating the exploitation of 'fortune games”, both land-based and online - better known as games of chance - in Brazil is to be voted on by the Committee on Constitution, Justice and Citizenship (CCJ) this Wednesday (7) as item number 1 and with a good chance of approval (last step before going to the Plenary), according to the Rapporteur, Senator Benedito de Lira.

The text of Bill 186/2014 contemplates the regularization of jogo do bicho; video-bingo and video games; bingo game; casino games in integrated leisure complexes; sports and non-sports betting games; online casino games. Accreditation for the operation of the bingo and video-bingo game will have a 20-year term, renewable for an equal period, and will be the responsibility of the states. The accreditation of casinos will be valid for 30 years and may be renewed for successive periods.

Bill 186, which supports this possible financing, is being processed in the Senate four years ago, where it has undergone several adaptations. Among them, the destination of the resource, which would be for Social Security, then for Health and now for Public Security.

The CCJ rapporteur, Benedito de Lira, is convinced that it is desirable to regulate gambling in Brazil: "It is necessary to remember that gaming has always been part of the imagination of civilization. They are at the origin of culture. In addition, the long period of prohibition of the game in Brazil, about 75 years, eventually mislabeled this activity as a moral issue, including contaminating the debate on the legislation of the activity.”

The legalization was defended last year by 13 governors meeting in Brasilia. They consider the activity an alternative of collection in the face of the current economic crisis.

This is one of the main arguments of the defenders of gaming, who estimate an extra collection of 15 billion reais per year and the generation of 1 million jobs.

According to Deputy Nelson Marquezelli, of the PTB of São Paulo, legalization will generate jobs and resources, which does not happen today because the activity is clandestine.
