Javier Balbuena resigns as head of Conajzar

The head of the gaming regulator of Paraguay (Conajzar), Javier Balbuena, announced his decision to resign to his position after being involved in a scandal over the controversial allocation of the sports betting business to the Daruma SAM company. He has been Conajzar president durign the last four years.

In his personal Facebook page, Balbuena published: "I have taken the decision to resign as President of the CONAJZAR. After 4 years and 6 months I retire with the conviction of having fulfilled my duties and having laid firm foundations for the orderly development of the field. I thank the national government for the trust placed in me. To the officials for having fully complied with the challenges. To my family and friends for the endurance of always and to God above all things."

The awarding of the millionaire sports betting business was even questioned by the Comptroller General of the Republic, who asked to stop the process due to indications of irregularities.

The day of the opening of envelopes, the General Director of Control of Public Procurement of the Comptroller, Ilse González, was present at the headquarters of Conajzar and requested the suspension of the process in the presence of allegations of irregularities, but Balbuena did ignore the provision.

According to allegations, Daruma SAM would have benefited from a dispute with its competitor, JEM SA, in the context of influence peddling cases from the Magistrates Prosecution Panel.

Another important setback suffered by Balbuena's management in recent months was the annulment of the resolution authorizing the removal of the offices of the National Administration of Navigation and Ports (ANNP) in Ciudad del Este. This resolution collapsed the project to install a large casino hotel in that border city with Argentina and Brazil.
