Ciro Nogueira says Brazilian gaming law project still has chances

Senator Ciro Nogueira (PI), author of PLS 186/2014, believes that the bill regulating gambling in Brazil still has a chance of being approved in the Senate floor. The proposal was rejected by 13 votes to 2 in the Commission of Constitution and Justice (CCJ) last Wednesday (7th). “'All the people who opposed the project did a very strong job,' said Nogueira.

According to the senator, there is still options in the plenary. The votes in favor of the project in the commission were precisely those of corrolegionaries of Nogueira, Benedito de Lira (AL), rapporteur of the matter, and Ivo Cassol (RO). "All the people who are against went to CCJ on Wednesday, so the people who want to appear on the oposite side of the project have done a very strong job," said Ciro.

According to Nogueira, in order for the defeated text to go to plenary, an appeal must be lodged with the support of at least nine senators. In the understanding of Nogueira, however, this is not necessary and the project would go directly to the plenary's analysis, even after recente rejection of the CCJ.

Besides the appeal to put the proposal on the agenda of the Senate, another possibility is in the Chamber of Deputies. As GMB published yesterday, ABLE lawyer Roberto Brasil Fernandes stated that: "There is a Chamber active and involved in the serious process of legalization (remember that in the CD legalization of the activity has already been approved in the CCJ, CFT, CDEIC and Special Commission on the Regulatory Framework of the Gaming in Brazil, and for this purpose, held several public hearings), and that can join the interests of the Union and approve what is a consensus between Government and Parliament, opening the Brazilian market for Legal Games. In the Chamber, Deputy Herculano Passos, sees the way a little more complicated due to the general elections this year, however, there will be no giving up of those who support the activity.
