The votes in favor of the project in the commission were precisely those of corrolegionaries of Nogueira, Benedito de Lira (AL), rapporteur of the matter, and Ivo Cassol (RO). "All the people who are against went to CCJ on Wednesday, so the people who want to appear on the oposite side of the project have done a very strong job," said Ciro.
According to Nogueira, in order for the defeated text to go to plenary, an appeal must be lodged with the support of at least nine senators. In the understanding of Nogueira, however, this is not necessary and the project would go directly to the plenary's analysis, even after recente rejection of the CCJ.
Besides the appeal to put the proposal on the agenda of the Senate, another possibility is in the Chamber of Deputies.
