Almeida leaves secretary that controls Brazilian lotteries and assumes the National Treasury

The new Finance Minister of Brazil, Eduardo Guardia, makes changes in his team and appoints the economist Mansueto Almeida to the National Treasury Secretariat. With the change, the Secretariat of Fiscal, Energy and Lottery Monitoring of the Ministry of Finance will be headed by economist Alexandre Manoel Angelo da Silva, currently undersecretary of Fiscal Governance and Lottery Regulation.

Specialist in public finance, Almeida is one of the most well-known names of the economic team, was mentioned for the Ministry of Planning and BNDES, in addition to the Treasury itself when Henrique Meirelles was announced minister by President Michel Temer in May 2016. A former Ipea (Institute of Applied Economic Research) technician, he approached the PSDB and, in the 2014 elections, even served in the campaign of Aecio Neves in Arminio Fraga's team,

Almeida has transit in the political environment and is well-seen by allies of the government that deal with the relation of the economic team with the Congress. He also has good relations in the main institutions of the financial market, built during the period in which he was consultant for public accounts (2014/2015).

Now, he comes to the Treasury at a time when it will increase the pressure for more government spending. Almeida, however, is considered strict in fiscal management, having been one of the authors of the spending ceiling rule - which limits the increase in inflation expenditure.

In the management of Meirelles in Finance, Almeida headed the Seae (Secretariat of Economic Monitoring), that later was dismembered. Since last year he was responsible for the Fiscal Monitoring and Energy Secretariat. One of the main projects under his control was the privatization of Lotex, the so-called scratch cards, which has not yet concluded.

Alexandre Angelo assumes the Office of Fiscal and Energy Monitoring in the place of Almeida.
