Despite controversy over its participation, Caixa was last LOTEX road show

Five interested companies - IGT, Euromatica SA, Scientific Games, Cofina and Valid - participated yesterday in Rio de Janeiro of the second road show of the month related with the concession of the Brazilian Instant Lottery for the next 15 years. Caixa Economica Federal was present to learn more about its possibilities. It seems that the bank will not be able to participate in the auction, but it is not so clear if it can not join after there is a winning consortium.

For the assisting companies, the meeting was generally positive, with much collaboration from the Ministry of Finance through the Fiscal, Energy and Lottery (SEFEL), BNDES and E & Y e Pires Secretariat. The companies were clear that they wanted to have a successful auction.

In the offices of the BNDES in Rio de Janeiro, representatives of IGT, Euromatica SA, Scientific Games, Cofina and Valid were present to hold individual talks of approximately 45 minutes with those responsible for the LOTEX concession.

On behalf of SEFEL were present the Under Secretary for Fiscal Governance and Lottery Regulation, Alexandre Manoel Ângelo da Silva, the general coordinator of Prizes and Drawings Governance, Waldir Eustáquio Marques Junior, and the technical advisor Itamar Pereira.

Caixa was represented by the National Superintendent of Caixa's Lotteries, Gilson Braga, and Rubens Rodrigues dos Santos.

It seems clear that Caixa will not be able to participate in the auction, but it is not so clear if it can not join after the winning consortium signs the contract (Article 22 of the agreement seems to give this opportunity).

SEFEL believes that the legal framework is clear and that Caixa can not participate in the auction or afterwards. They are trade agreements. This may seem to contradict the pronouncement of the TCU. Anyway, the Ministry of Finance will answer the questions to  clarify the situation.

For months, Caixa has been negotiating its participation in a consortium to compete for LOTEX and participated in all road shows made in the United States and Europe. The bank had already been left behind when the model was changed from privatization to concession.

Cofina is a Portuguese holding company and publisher founded in 1995, which is dedicated mainly to media projects. It is majority owned by Cofihold, a company that also holds Altri and participations in other companies. Cofina currently has five newspapers, six magazines and one cable television channel.

Valid is a global provider of customized secure solutions. Headquartered in Brazil, the company develops integrated and customized security platforms for governments and private organizations in 17 countries. With a market value of approximately R$ 1.6 billion (US$475m) and around 7 thousand employees worldwide, the company offers a complete portfolio of solutions in payment and telecomunication, identification systems, digital marketing and certification.

The Call Notice 01/2018, which deals with the LOTEX concession, was published on April 5th in the Official Gazette of the Union. The text defines the procedures that the interested companies must follow to participate in the competition and makes official that the auction will take place next June 14, 2018, at 10:00 am, at the headquarters of B3 - Brasil Bolsa Balcão in São Paulo / SP.
