In the third panel of BGC 2018, Alexandre Manoel, undersecretary of Fiscal, Energy and Lottery Follow-up; and Guilherme Albuquerque, Head of Privatization of BNDES, made a quick presentation of the LOTEX concession process and the opportunities it will bring to the country, stating that this is a chance to make the Brazilian lottery more productive and modern.
The presentation began with Alexandre Manoel explaining why the Brazilian government decided to opt for a concession bid for a pre-established period, stating that in this way the State does not leave the operation solely in the responsibility of the winner, but also acts as a partner.
Alexandre Manoel also stressed that the LOTEX process will bring the possibility of opening the market for competition, leading to a modernization and consequent generation of employment and collection for the Brazilian state.
"I sent the message that we chose the concession without the participation of a public company aimed at competition, opening of the national market and, above all, an increase of productivity with this opening of the market. Exit the monopoly that is today, for a duopoly," said Manoel to GMB after the talk.
Guilherme Albuquerque then detailed the BNDES 'participation in LOTEX's bidding process, noting that the bank had no expertise in the bidding sector because it was a new instant lottery business, which forced it to study the international market.
Albuquerque also stressed that the LOTEX product is based on four pillars: Exclusivity of operation to the winner; Size of the market; Business Autonomy; Attractive payout and legal basis - there is no doubt about the legal certainty of the process.
At the end of his manifestation, the BNDES representative affirmed that he believes in the success of LOTEX, affirming that at the end of the 15 years of the concession, the country would have collected about US$ 23.5 billion only in taxes, which could be reverted to social benefits for the whole population
