For O Globo, foreign companies interested in investing in Caixa Instant Lottery, Lotex, are angry with Susep (Superintendence of Private Insurance), an agency of the Ministry of Finance.
The reaction is against the authorization for capitalization companies to offer prizes, while the consortiums are under analysis for the bidding process of LOTEX.
Companies believe that by permitting this, the Treasury is unfair and creates legal uncertainty because instantaneous capitalization bonds do not pay grant or taxes.
To operate Lotex for 15 years, the winners of the bidding will have to pay a grant of R$ 580 million (US$ 169m) and taxes of 16.3% with the operation.
Philanthropic
Despite the protest from investors looking at the auction for the Lotex concession, philanthropic institutions, which have gained a specific modality of capitalization, gave their opinion on the subject.
They recall that the draws always existed in the capitalization, were already regulated by Susep and, last year alone, were responsible for the distribution of $ 150 million (US$ 42m) to charities, many of which only have this way to obtain resources.
