According to the Agenda of Tuesday's vote (4), the second item of the House Plenary is the vote of the substitute to Bill 2724/15. If it is approved, the eight amendments to the proposal, including the one dealing with gaming, will be analyzed.
Bill 2724/15, which deals with the participation of foreign companies in local airlines, would authorize the total shareholding control of national airlines. The rapporteur for the proposal was Mr Paulo Azi (DEM-BA) who prepared on behalf of the special committee the substitute for the subject. PL 7413/17, of the Executive Branch is also included in the proposal and intends to reformulate the National Tourism Policy (Law 11,771 / 08). In addition, PL 7425/2017, which allows the federal Executive Branch to establish the Brazilian Tourism Promotion Agency - Embratur, was dismissed from PL 2724/15.
Last June, in the middle of the process of PL 2724/15, was presented the Amendment number 7, authored by Andrés Sanchez, asking for the legalization of casinos, bingos and online games within the project of new tourism law. The text of the amendment also contemplates the installation of bingos within football stadiums with capacity of more than 15 thousand people.
The amendment of Deputy Andrés Sanchez is the second attempt to approve modalities of gaming within the New General Law of Tourism. Deputy Paulo Azi (DEM-BA) tried to include the legalization of casinos resorts integrated in this project, but due to the great controversy and the rejection of parliamentarians, including those in favor of legalization of the sector, the rapporteur withdrew the proposal and the text.
