Alexandre Manoel said that the government has everything ready for the auction of the Caixa Loteria Instantânea Exclusiva (Lotex), scheduled for February. The auction was postponed twice. According to the secretary, there is interest from the companies: "Three operators showed up during the public consultation of the bidding process. Everything is ready for the auction, we do not see signs to the contrary."
According to the schedule, the delivery of proposals will take place on January 30 and the concession auction on February 5.
The BNDES expectation of collection with the grant is at least R $ 642 million over three years, with a concession term of 15 years. In the first attempt to sell the concession in July, the government's expectation was a minimum bid of 1 billion reais.
Companies with proven experience in the market of instant lotteries with operations at levels compatible with those designed for Lotex may participate in the auction.
The person who presents the highest value for the initial portion of the grant will be the winner, whose floor was set at R $ 156 million. In addition, the concessionaire will make three payments of R $ 162 million within 12, 24 and 36 months from the execution of the agreement.
The entry into force of the new Loteria Instantânea Exclusiva (Lotex) will guarantee R $ 3 billion for the National Public Security Fund (FNSP) in five years. These resources include the transfer of R $ 1 billion per year as a result of the approval of Provisional Measure, MP 846/18, which allocates part of the funds from other lotteries to the fund.
