Last week, during a meeting held in Brasilia between the BNDES and four members of the ministry of economy, it was confirmed that the auction of the new Loteria Instantânea Exclusiva (Lotex) is being held until February 5, even if the information suggested waved to a postponement. Minister Paulo Guedes endorsed the concession model and hopes that the dates will be fulfilled as it is on the agenda. According to the schedule, the delivery of proposals will take place on January 30 and the concession auction on February 5.
The Commission for the Granting of the Auction Nº 3/2018-PPI / PND, based on Bid Nº 3/2018-PPI / PND, at the request of the Fiscal, Secretaria de Acompanhamento Fiscal, Energia e Loteria (SEFEL), informs that on January 17 from Caixa Econômica Federal (CAIXA) announced the viability of using its lottery unit network in the commercialization of the Loteria Instantânea Exclusiva (Lotex), through a commercial agreement with the future LOTEX concessionaire, in the following terms: A. The amount to be charged for the use of the CAIXA network may vary from a floor of 4.34% to a limit of 5.66%, incident on the value of the ticket / bet, depending on the contractual conditions, sales channel and other business to be covered by the agreement; B. The remuneration of the lottery network is not included in the value of the CAIXA rate and must be at least 6%, on the value of the ticket / bet, and can not be lower than the value of the other points of sale of the Operator. As informed by CAIXA, the definition of financial and contractual conditions depends on the business model to be effectively implemented by the future operator, after the auction. In addition, it is emphasized that it is the exclusive prerogative of CAIXA to establish or not any definitive commercial agreement, which is conditioned to the approval by the competent authorities. In this sense, the values presented here can not, under any hypothesis, have a binding effect. In addition, it should be noted that the Special Finance Secretariat of the Ministry of Economy, as a Granting Authority and regulator of the lottery activity in the country, undertakes to make possible the negotiation of the amounts presented above, between the future concessionaire of LOTEX and CAIXA. According to SEFEL, this negotiation will aim to adjust the price charged by that federal public company for the use of the lottery network, in order to make this price consistent with what is practiced in similar operations in the domestic market, considering the relevance of this operation to the fiscal results of the National Treasury, as well as the benefits of increased competition in the domestic lottery market.Source: GMB
