LOTEX auction is postponed once again and will now be on March 26

In a novel that seems to have no end, the government decided to postpone the tender for the concession of the Exclusive Instant Lottery of Brazil. The proposals had to be delivered today from the interested companies but today it was officially informed that the Requests for Clarifications may be made by February 22, the Submission of Proposals will happen on March 20 and the Public Auction Session will be on March 26.

The Auction Commission No. 3/2018-PPI / PND announces the postponement of deadlines for Request for Clarification, for the Submission of Proposals and other documents necessary for participation in the auction and for the Conduct of the Public Auction Session.

The Request for Clarifications may be made until 02/22/2019, the Submission of Proposals and other documents necessary for participation in the auction will be held on 03/20/2019 and the Auction Public Session will be held on 03/03/2019.

An auction had been scheduled for July 2018 but there were no interested parties. The dispute was then postponed to the end of November and then to February this year.

Days ago, the Auction Commission itself, at the request of the Fiscal, Energy and Lottery Secretariat (SEFEL), informed that CAIXA established the feasibility of using its lottery network in the commercialization of the new Instant Lottery.

The future operator will pay for the use of the CAIXA network between 4.34% and 5.66% of the ticket / bet amount. The remuneration of the lottery network is not included in this amount and should be at least 6%. This new change in the delivery of the proposals and with the analyzes already carried out by the companies, changed the plans of the interested companies that considered CAIXA’s lottery network of, but with different values.

The expectation of BNDES collection with the grant is at least R$ 642 million (US$ 171m) over 3 years. The concession term is 15 years. Before, the government spoke in a minimum bid of R$ 1 billion (US$ 266m).

According to the bank, companies with proven experience in the market of instant lotteries "with operations at levels compatible with those designed for Lotex" may participate in the auction.

The participant who presents the highest value for the initial portion of the grant will be the winner, considering the floor established by the government of R$ 156 million (US$ 41.5). In addition, the concessionaire will make 3 payments of R$ 162 million (US$ 43m) within 12, 24 and 36 months from the execution of the agreement.

In a report issued in December, the Ministry of Finance and the Cade (Administrative Council for Economic Defense) said that the Brazilian lottery market has the potential to double that of today.

The text highlighted the privatization of Lotex and the legal framework, sanctioned by President Michel Temer at the end of 2017, as factors that can boost the growth of the sector.
