Positive aspects of sports betting regulation in Brazil

Sports law attorney Daniel Kalume, partner at Mota Kalume Advogados, gave an interview to IG Esporte, in which he evaluated the debate about the regulation of sports betting and pointed out that the activity could boost the economy and generate more visibility for football. 'Making bets official will be positive, as it is something that has always been practiced in Brazil and is a reality in other countries,' says the expert.

In December 2018, Law 13,756 was approved, which deals with the regularization of sports betting in the country. However, regulation of the betting system was still missing and this month the Ministry of Economy published the first draft of the decree and submitted it for public consultation.

According to sports law lawyer Daniel Kalume, a partner at Mota Kalume Advogados, the regulation of sports betting is healthy, a good step forward. “Making bets official will be positive, as it is something that has always been practiced in Brazil and is a reality in other countries, bringing to the legitimate sector the product of this activity,” explains Kalume.

In addition, the lawyer also points out that the exploitation of this market can shake the economy and generate more visibility for football.

"According to the text published, part of the funds will go to important areas such as social security, education and security, as well as the football clubs themselves, which will bring some help in times of crisis. For the Brazilian football market, it seems to me that the biggest impact of the measure is on the potential increase of the general interest for the sport, which can generate even better and bigger effects," he says.

For Kalume, it is still early to have a real idea of the impacts of the regulation of this market, but he points out that the sector moves a lot of wealth, making the presence and improvement of control mechanisms to prevent illegal activities such as money laundering, which is foreseen in the draft decree and will be tested in practice.
