Rapporteur votes for bill giving Brazilian lottery revenue for women's sport

Deputy Rose Modesto (PSDB-MS) voted in favor of Deputy Mariana Carvalho's (PSDB / RO) bill, which proposes amending the law to establish that at least 30% of the funds received by the Brazilian Olympic Committee (COB) and by the Brazilian Paralympic Committee (CPB) through the collection of federal lotteries are applied in women's sport. It seeks equity in pay, as female athletes earn up to 40% less than the minimum received by men.

Deputy Mariana Carvalho (PSDB/RO) has gained an ally for her Bill No. 4,089, of 2019, which proposes the modification “in § 6 of art. 23 of Law No. 13,756 of December 12, 2018, which provides for the destination of the proceeds from the collection of lotteries.” The rapporteur, deputy Rose Modesto (PSDB-MS), gave a favorable opinion to the law change, which aims to establish that at least 30% of the funds received by the Brazilian Olympic Committee (COB) and the Brazilian Paralympic Committee (CPB) through the collection of federal lotteries are applied in women's sport.

“The Federal Constitution, in its art. 217, establishes the duty of the State to foster formal and non-formal sports as their right. However, there is no guarantee that this promotion will reach men and women equally,” said Modesto. She also states that just as there is gender inequality in other areas of the society, in sport this “manifests itself both in women's difficult access to sports and in the abysmal imbalance in access to public resources and private sponsorship by professional athletes."

During recent Women's Football World Cup, the case of the player Marta put this debate on the table. She, who has been voted six times the best football player in the world, scored a goal in the third game of the Brazilian team at the event and became the top scorer of all cups, between men and women. However, she wore a football boot with the pink and blue emblem of the ‘Go Equal’ campaign, which defends gender equality in sport, since even being hexa-champion as the "best in the world", she had no sponsor.

“We are sure that we need to deconstruct stereotypes and promote the equal insertion of women and men in the field of sport. It is necessary to give resources and visibility to women athletes and women sport,” says the rapporteur.
