Federal lottery revenue for Brazilian Olympic Committee hits record US$30m in 2020

The Brazilian Olympic Committee (COB) announced the transfer of R$ 120 million (US$30m) in 2020 for the 34 Olympic modalities, except football, coming from the Agnelo/Piva Law, which allocates 1.7% of gross revenues of federal lotteries to sport. It I the largest amount ever invested since the creation of the law in 2001 -also including the year of the Rio-2016 Olympic Games- and represents a 10% increase compared to 2019.

The Agnelo/Piva Law allocates 1.7% of gross revenues from federal lotteries to sports. According to the COB, the amount will be distributed to the 34 Olympic modalities, except football. The year 2020 will set a record in relation to the amount of R$ 120 million (US$30m) passed on to the entity.

To define the distribution, 12 criteria were taken into consideration, 10 sports and 2 administrative. For 2020, COB has increased the weight of the Ethics Management and Governance Program, which evaluates confederations based on their level of maturity in management and governance, using as a reference the main guides to good market practices.

The sports that will receive the most funds continue to be volleyball, with R$ 6.7 million (US$1.67m), and judo, with R$ 6.5 million (US$ 1.62m). The modalities that had positive results in 2019 had an increase in the amount received. Such the cases of artistic gymnastics, benefited by Arthur Nory's world title in the fixed bar, and fencing, which celebrated Nathalie Moellhausen's world title. Both confederations will take R$ 1.5 million (US$ 375,000) more than in 2019.

"By 2020, we are increasing the volume of ordinary resources passed on to modalities over previous years. We seek to be as fair as possible in the distribution of resources. We are always dedicated to showing an evolution in the criteria, so they are always revised. Our intention is to show that the better the Confederation uses its resources and the more results it presents, the more conditions it will have to receive in the following years," said Paulo Wanderley, COB President, who stressed the careful way in which discussions are made to define the transfers.

Later this year, the entity will announce the estimated total collection of the Lotteries Act, which includes, in addition to ordinary resources, the budget for extraordinary projects for the preparation of sports. These will include direct investments by COB in actions such as the Olympic Preparation Program, International Missions, Time Brasil Training Center, Sports Development, Youth School Games, the Brazilian Olympic Institute and the cultural area.

The COB already works with the projection of greater revenue and investment in the history of Brazilian sport. It is estimated that more than 85% of the lottery budget is allocated directly to sports actions.

For COB Sports Director Jorge Bichara, the Tokyo-2020 Olympics will require challenging logistics. "This is where we will see the fruit of our four-year work being put to the test. It has been a difficult preparation, but Brazil has been well represented internationally by the athletes and this is the fruit of the integrated work of all sports agents. We are looking forward to positive participation in Tokyo," said Bichara.

Regarding the five new modalities of the Olympic program, COB will adopt the same strategy of 2018 and 2019. Thus, of the R$ 120 million (US$30m) that will be passed on directly to the confederations, about R$ 8 million (US$ 2m) will be earmarked especially for athlete preparation projects and baseball/softball, rock climbing, karate, skateboarding and surfing teams.
