Bill seeks to authorize Brazilian Jockeys Clubs to run sweepstakes and lotteries

Representative Jerônimo Goergen introduced Bill 6084 proposing that horse racing promoters with betting exploitation could be authorized by the Ministry of Economy to extract sweepstakes and other lottery modalities, whether or not linked to the outcome of horse racing. For him, this is a new world trend and the Jockey Clubs in Brazil should seek income from other sources in order to generate more income to ensure current expenses and to develop in the future.

According to Goergen, Art. 1. Law No. 7,291, of December 19, 1984, shall be effective with the following amendments:

“Art. 14. Horse racing promoters with betting exploitation may be authorized by the Ministry of Economy to extract sweepstakes and other lottery modalities, whether or not linked to the result of horse racing, fulfilling the requirements stipulated by the Special Secretariat of the Internal Revenue Service. to the Draw Plans. ”

The following is the deputy's justification for requesting approval of this project:

Based on the findings of the study on the Economic Impact of the English Thoroughbred in Brazil, conducted by ESALQ, the horse racing activity today is responsible for generating 27,000 jobs and moving over R$ 630 million (US$ 150m) per year.

As is well known, racehorses develop their races in Jockeys Clubs throughout Brazil, but the income from betting exclusively on horse races is not enough to promote and maintain this healthy and much needed activity for the municipalities of the country, given the amount of job creation without any state investment.

In a publication by the Ministry of Agriculture, Livestock and Supply - MAPA, referring to the Review of the Horse Agribusiness Complex Study, PSI income reached almost R$ 800,000 (US$ 190,000) per year, and the horse as a whole generates revenue from over R$ 16 million (US$ 3.8m) per year.

The racehorse, of the various races that are used for this sport, is a very relevant link of this chain, and the maintenance of the difficulties to put into practice the authorization of the exploitation of other lottery modalities contained in article 14, of Law no. 7.291 / 84, Turf Law, puts Jockey Clubs in serious danger of extinction, due to the lack of resources to maintain them and, thus, ceasing to generate the important jobs for the nation.

Therefore, according to the new worldwide trend of supporting and encouraging betting in various sectors as a way of generating jobs and income and, mainly, source of tax collection to move the state machine, support is sought for the inclusion of article text that allows regular Jockeys Clubs to explore other bets, with the aim to unlock and authorize the Jockeys Clubs in Brazil to seek income from other sources and continue with their existence.

In the Special Committee for the analysis of Provisional Measure No. 881 of 2019, which established the Declaration of the Rights of Economic Freedom, this proposal was added to the conversion bill, but was eventually withdrawn during the process, amid negotiations for approval of a leaner text.

Considering the positive impact of the measure, we request the support of our noble Peers for the approval of this relevant proposal.
