Only Corporate-Club will win betting money in Brazil, says bill

The Corporate-Club bill of Deputy Pedro Paulol (DEM-RJ) provides that only associations that adhere to this model would be entitled to sports betting royalties. The information comes from journalist Eduardo Ohata of Yahoo Sports. According to him, the intention of parliamentarians is to amend article 42 of the Pele Law and thus be able to make this requirement. Club officers argue that receiving that money is a right with no relation to the corporate-club issue.

Deputy Pedro Paulo's (DEM-RJ) bill, backed by House of Representatives leader Rodrigo Maia (DEM-RJ), provides that only football clubs that become a private (corporate-club) will be entitled to royalties from sports betting. Per year, even in a market that is still in its infancy in Brazil, it is estimated that this money would represent about R$ 80 million (US$ 19m) for football clubs.

The idea has caused discomfort among the club’s managers that has not yet decided to join the club-company model and question whether this is the only alternative for a football association to have a responsible administration and within the criteria of professionalism.

The managers that questioned what one thing has to do with the other heard that the restriction is an “incentive” for football associations to become corporate clubs, the blog learned. The same top hats, however, argue that this is a right of their clubs, regardless becoming a private entity.

The idea of who is leading the bill is to make an amendment to the second paragraph of Article 42 of the Pelé Law, the current text that allows gambling sites to use football club images without having to compensate them.

“Art. 42. Sporting entities have the right of arena, consisting of the exclusive prerogative to negotiate, authorize or prohibit the capture, fixation, emission, transmission, retransmission or reproduction of images by any ways or process, of sports event in which they participate.

Paragraph 2: Except for sports entities organized as business companies, the provisions of this article shall not apply to the exhibition of flagrant shows or sporting events for journalistic, sporting or educational purposes only or for the capture of legally authorized bets, subject to the following conditions.”

As the blog had revealed, the corporate club bill provides a benefit package for those who join.

Player rights

Another point in the corporate-club bill is that it provides for the full payment of the compensatory clause by the football clubs to the dismissed players until they can be relocated to another team. Football club managers have suggested that the amount of the compensatory fine be halved on the grounds that they hurt club finances.
