Corporate-Club is approved in Brazil’s House with no amendments on sports betting and gambling

The House approved on last night (Wednesday) the project of the Corporate-club in Brazil. The text provides incentives for local football clubs to migrate from the nonprofit to the corporate model. With Plenary approval on a score of 246 to 94 (two abstentions), the bill now goes to the Senate. The rapporteur Pedro Paulo rejected an amendment dealing with gambling while the sports betting never came up.

Finally, after several deliberations, there was no consensus and the deputies decided not to present the agglutinative amendment to deputy Pedro Paulo (DEM-RJ) substitute to comply with Law 13.756 / 18, which legalized sports betting in Brazil. Rep. Hugo Motta (Republican-PB) was in charge of writing it but finally did not do it. Thus, the changes required by the Ministry of Economy to finish the regulation must wait and be processed otherwise.

“First, Amendment No. 4, which talks about gaming, is rejected in my opinion. So, I want to give this message to the Evangelical Front, the bench, the Evangelical Deputies. This topic is not being addressed in my substitute. There is no mention to gaming," said Deputy Pedro Paulo (DEM - RJ) about the text presented by Deputy Bismarck that intended to legalize only casinos in resorts.

"Ms. President, we are not going to focus favorably on highlighting because it refers to gambling. We understand that this is not the time to address this issue. We are just trying to create a tax modality that is favorable to Brazilian football. So, I do not see that this matter fits right now. This theme can even be dealt with later," added the deputy Hildo Rocha (Bloc/MDB - MA).

For his part, Deputy Glauber Braga (PSOL-RJ) was in favor of the amendment: "I wanted to take this moment to talk to the Parliamentarians who made speeches saying that they were against the insertion of gambling - I heard Mr Otoni and more than one Deputy saying that - because it was a biblical matter. Well, it's also in the Bible the right of people to water. I hope you and the ladies in Tuesday's vote don't forget that people have a right to survive.”

At the Plenary, the text has undergone some amendments. In the part that deals with the unified rate of taxes to the corporate-club, the so-called Simples-Fut, some possibilities of discounts were inserted. If the manager submits a project that caters to women's football, especially the grassroots, it may deduct 0.5% of the tax. If they submit proposals to underserved communities, preferably using public schools, they could drop an additional 0.5%.

In the mechanism that deals with the assignment of the brand, which provides for the payment of a grant to the social club, the text came to address that the amount must also be invested in Olympic and Paralympic sports.

On the other hand, rapporteur Pedro Paulo rejected an amendment made in Plenary dealing with gambling.

The vote on the bill did not take place only on Tuesday's session because the discussion involving the ‘Médicos Pelo Brasil’ (Doctors For Brazil) program and the revalidation of the medical degree was lengthened in the face of the difficulty of agreement between parliamentarians.

In recent weeks, Pedro Paulo has passed through the party benches making presentation of the points of the project, which has been the subject of adjustments in recent days.

Most of the Series A participants were upset by the speed with which the agenda was conducted. Only Botafogo and Athletico did not sign a letter from a club committee meeting at the CBF. But in Brasilia, the articulation against the corporate club did not find much support - PSOL was the only party that tried to obstruct.

Aware of the possibility that the matter could reach the Senate later this year, the president of the house, David Alcolumbre, already had a meeting at CBF to understand what the football world thinks about the subject.
